Principal Secretary Home, Arvind Kumar claimed that the government had given full independence to the district police chiefs to appoint goods officers in police stations and circle officers to maintain law and order.
“We forward full authority to SPs to post officers of their choice on basis of merits and if they failed to perform, then they will be held responsible and action will be taken against them”, asserted Kumar while adding that the chief minister Yogi Adityanath had clearly said that no compromise will be made on law and order front. Talking to the media persons for the first time after taking charge here on Monday evening, Kumar, in presence of DGP Sulkhan Singh said that they will complete the transfer and postings in the district level in Police Department within two days after which the officers will be held responsible. He said that later the zone and range level transfers will be made.
Kumar further said that the deterioration in law and order happened only when the officers started to take action in arbitrary manner or made no fair investigation so now directions were given to deal everyone with same yard stick and even if the accused is close to the government or enjoys clout, he should be punished for his guilt. He said that intelligence should be strengthened and the state intelligence as well as local intelligence agencies should work in better co-ordination only then desired preventive steps could be taken on any actionable inputs.
Kumar said that to meet out shortage of employees in the Police Department, they already submitted an action plan in the Supreme Court and very soon, phase wise recruitment will be started by the government. He also clarified that recruitment will be not made just through interview but the candidates also had to clear written test. He said that about 30,000 policemen will be recruited every year. He also said that to improve the conviction rate, they will improve the prosecution system. He said that they were trying to make prosecution more on scientific base evidences and hence they were opening forensic labatories in every zone. He said that the traffic management system will be also improved in every district and services of Dial-100 will be extended to other districts in order to improve the police response time.
Reacting to proposed Mayawati’s visit in Saharanpur on Tuesday, Arvind Kumar said that the matter will be deal at the district level. On the threat given to Congress MlC, Dinesh Singh from jail, Kumar said that the matter was not in his knowledge but still the investigating agency will see the call details records and would initiate stern action in the matter.
