Social activist Dr Nutan Thakur gave a representation to Governor Ram Naik requesting to direct the State government to remove Vigilance Secretary S K Raghuvanshi and Vigilance Director Bhanu Pratap Singh as being illegal occupants on these posts.
Through a communiqué, Thakur said to have dispatched a 6 page representation to Nain in which she quoted various provisions of IAS and IPS Cadre Rules 1954 which say that only Cadre officers can be posted to the various Cadre posts given in the IAS and IPS Fixation of Cadre regulations. She said in UP the post of Vigilance Director is a DG level IPS officer post while Vigilance Secretary is a cadre post for IAS officers. As per Dr Thakur, Bhanu Pratap is an ADG rank officer holding this post since 01 January 2015 while UP presently has 14 DG rank IPS officers.
Similarly Raghuvanshi is a retired IAS officer presently posted as an Officer on Special duty who has been given this sensitive post against the cadre rules. She said being illegal occupants of their posts, the two officers are stooping to any level to please their political masters as can be seen in her husband IPS officer Amitabh Thakur’s case where they are holding unilateral enquiries and accepting lokayukta report despite Allahabad High Court order. Hence she has prayed for these officers to be removed from their posts. It may be mentioned that Vigilance Establishment is presently probing charges of corruption against Nutan’s husband Amitabh Thakur, a suspended IG of State police.
