Expressing his displeasure over the delay in completion of development projects for public welfare, Chief Minister Yogi Adityanath on Thursday said that negligence on part of the officials concerned in this regard would not be tolerated.

“In case of unnecessary delay or negligence in completion of development projects, or reports of corruption, the government officials concerned, including the additional chief secretary, principal secretary, and secretary level officers among others would be held accountable,” the chief minister said while reviewing the updated status of various development projects.

Yogi sought a detailed report on important development projects in all the 18 divisions from the chief secretary.  He also directed the additional chief secretary (finance) to prepare a detailed report on project-wise budget released to the departments in the last five months along with details of expenditure so far and the remaining amount.

Next week, the chief minister will review project-wise progress of works once again.

Reviewing the district-wise progress of development works, Yogi Adityanath said that any delay in development projects not only led to wastage of public money, but also affected public welfare at large. “Therefore, special attention should be paid to ensure timely completion of the development projects of public welfare in the state,” he said.

Stressing on the allocation of funds as per the rules fixed for the project, the chief minister said that procrastination should be avoided to complete the projects within stipulated time.

“There is no paucity of funds for development works. In this regard, the Finance Department and the Chief Minister's Office can be contacted as per the requirement,” Yogi remarked.

Emphasising on ensuring cleanliness, transparency and quality of development projects, the chief minister stressed the need to encourage healthy competition in the selection of executive bodies.

He suggested that Central agencies should also be roped in if a project was important. He directed the chief secretary to make efforts in this regard.

The chief minister also stressed on maintaining transparency and fairness, and said that the authorities must ensure that the organisation preparing the detailed project report (DPR) of the development projects did not participate in the tender process for the formulation/implementation of the project.

Regarding the ongoing construction works of new state universities, the chief minister said that a number of universities were being established by the government to provide easy access to quality higher education for the youth.

“Projects including Raja Mahendra Pratap Singh State University, Aligarh; Mahayogi Guru Gorakhnath Ayush University, Gorakhpur; Maa Shakumbhari Devi State University, Saharanpur; Maharaja Suheldev State University, Azamgarh will bring about a reform in the educational scenario of Uttar Pradesh.” he said, adding that the government was continuously monitoring the construction work of these universities on high priority.

The chief minister rejected the plea for revision of budgets of some projects. “The budget of projects would not be revised. Before the start of any project, we have to take the final decision on all the points,” he said.

The chief minister also issued instructions to complete the solid waste management project in Loni municipality in Ghaziabad district by September 15.
