CS reviews Centrally-sponsored projects in UP

The Uttar Pradesh government has expedited the execution of the Centrally-sponsored major infrastructure projects like the four-laning of the Jagdishpur-Ayodhya national highway, Delhi-Mumbai Industrial Corridor project and development of certain districts as export hubs under the PM SVANidhi project.

Chief Secretary RK Tiwari on Wednesday reviewed the progress of the infrastructure projects through the PRAGATI platform.

To monitor the progress of the project, Prime Minister Narendra Modi in March 2015 launched an ambitious multipurpose and multi-modal platform PRAGATI (Proactive Governance and Timely Implementation) portal.

PRAGATI is a unique integrating and interactive platform. The platform is aimed at addressing common man’s grievance and simultaneously monitoring and reviewing important programmes and projects of the Central government as well as projects flagged by the state government.

For the four-laning of the 60-km section of the Jagdishpur-Ayodhya national highway, against the requirement of 52,000 acres of land, around 48,000 acres of land has been acquired and compensation has been distributed to the farmers.

The project is several years behind schedule. Its foundation stone was laid by Union Surface Transport Minister Nitin Gadkari in December 2016. The contract for the project was awarded by the NHAI more than four years later in March 2020 under Hybrid Annuity Mode under Bharatmala Pariyojana. The estimated cost of the project is Rs 1,530 crore.

On the progress of the Delhi-Mumbai Industrial Corridor, the chief secretary said 747 acres of land had been acquired and transferred to the DMIC. For the multi modal logistic hub (MMLH), against the requirement of 478 acres of land, 364 acres of land has been acquired and the rest of the 26 acres of land will be acquired by the Indian railways.

The MMLH is one of the key early bird projects identified under Dadri-Noida-Ghaziabad Investment Region (DNGIR) in Uttar Pradesh sub-region of Delhi Mumbai Industrial Corridor (DMIC) at Boraki in Greater Noida.

The logistics hub shall be positioned in Dadri to improve efficiency of operations of existing industries in the region as well as to improve the attractiveness of the region as an investment destination for various categories of industries and also warehousing and logistics operators.

The MMLH is strategically located between NH-91 and the Delhi-Howrah line in close proximity to the point of congruence of the Western and Eastern Dedicated Freight Corridor (DFC) and also the proposed freight corridor of Eastern Peripheral Expressway. The total site area is approximately 293.8 Ha (725.6 acres). An additional area of 145.1 Ha (358.56 acres) is earmarked for future expansion.

The multi modal transport hub (MMTH) is also an important component of the DMIC project and the required land for the project has been acquired. The MMTH at Boraki and surrounding station area is being developed in Greater Noida spread over 412.7 acres for improved transport connectivity for DNGIR and upcoming UP-Sub Region, forming a catchment zone for the proposed transit facility.

A railway station is proposed at Boraki that shall be developed as a transport hub with a state-of-art railway terminus further supplemented by an interstate bus terminus (ISBT) and a Mass Rapid Transit System (MRTS) station alongside commercial activity to optimally capture the strategic location where various transport modes congregate.

The integrated railway hub is planned to be of world class standards, encompassing passenger facilities, commercial and institutional facilities (including office complex, shopping complex and hotels). The project is foreseen as the development of a modern and user-friendly regional railway terminal that will seamlessly integrate with an MRTS (interlinked with a large local habitation), ISBT and a business centre (equipped, among other things, with offices and business hotel accommodation).
