The Vidhan Parishad passed the state Budget amidst noisy scenes before being adjourned sine die by its Chairman Ganesh Shankar Pandey on Monday afternoon.

As soon as the House assembled on Monday after a 10-day break, members of the Bharatiya Janata Party and Congress stormed into the well, raising slogans against the  Government over the Kanth incident.

It may be mentioned here that violent protests were held in the Kanth area of Moradabad on July 4 over holding of a mahapanchayat (meeting) of the BJP leaders. BJP leaders, including four MPs and MlA Sangeet Som, were detained by the police in this connection. They wanted to hold the mahapanchayat over removal of loudspeaker from a temple.

Amidst the uproar by Congress and BJP members led by their leaders Naseeb Pathan and Hriday Narain Dixit respectively, the Chairman adjourned the House for 30 minutes and then extended the adjournment for the entire Question Hour.

later, when the House assembled again, the Bahujan Samaj Party members raised the issue of rising cases of crime against women in the state and came into the well raising slogans. The Chairman once again adjourned the House for 15 minutes.

However, amidst the uproar, several bills were put up before the House and were later passed.

When the House proceedings started after the brief adjournment, the BSP members staged a walkout over raising retirement age of chairman of Higher Education Service Commission from 65 to 68 years.

later, leader of the House, Ahmed Hasan, presented the Budget 2014-15 and it was cleared.

The House was then adjourned sine die by the Chairman.

Meanwhile, the Chairman directed the state Government to probe into the alleged threats to a senior member of the House for protesting against illegal slaughter houses in Aligarh and directed the leader of the House to present a report within a week.

Raising the issue during Zero Hour through a privilege motion, Teachers’ group member Jagvir Kishore Jain said that he had received a threatening call on his CUG  number on July 4 for protesting against illegal slaughter houses in Aligarh.

“The caller threatened me of ‘serious repercussions’, if I raised the matter,” Jain said, adding that he had informed the DIG and local SSP about the threatening call but no action had been taken.

Jain said there was threat to his life and it was also a matter of breach of privilege on the House.

Teachers’ group leader Om Prakash Sharma said the officers who ignored the member’s complaint should be summoned to the House and the person who issued the threat should be identified through surveillance.

leader of the House, Ahmed Hasan assured the members that appropriate action would be taken in the matter. However, later the Chairman ordered the Government to probe the case within a week and reserved his decision on the matter.
