Cong demands probe in lathi charge incident

Two days after the brutal police lath charge on the Congress leaders in front of the state assembly building where several leaders of the grand old party including ex MP Raj Babbar and its state president Nirmal Khatri were injured and had to be hospitalized the Congress sprang a pleasant surprise for the ruling Samajwadi Party by demanding strict action against the suspended IPS officer Amitabh Thakurr. The Congress, a day after the lath charge demanded judicial probe into the incident and stalled the proceedings of the assembly forcing the Speaker to adjourn the house for the day.

The Congress member Anugrah Narayan Singh on Thursday raising the issue through question of propriety demanded strict action against Amitabh Thakur for raising finger at the state legislature and violating service rules.  He said the suspended IPS officers has filed dozens  of  PIl in Allahabad High court  against the state government without seeking prior approval from the competent authority as required under the All India service conduct rules.

Amitabh Thakur and his lawyer wife are at daggers drawn with the ruling SP for their scores of petition against several ministers of the government, complaint against the Speaker of the assembly to the state governor and also a complaint to the police by the IPS officer against Mulayam Singh Yadav for allegedly threatening him on phone.

The Congress MlA said that the IPS officer and his wife have been continuously filing PIls since the past several years against the government.” This official not only extended financial help to the accused in the murder of an advocate in Allahabad on March 17, this year but also made an appeal to others to do the same through social media. He said Amitabh Thakur also launched a campaign giving statements in newspapers and media against the government and the Speaker of the state assembly.

His behavior is violative of certain sections of the All India Service Conduct Rules, 1968 and also comes under the ambit of Police Incitements to Dissatisfaction Act, 1992, the Congress member said. "He has filed around 20 PIls in the recent past in which he has personally appeared in the court without permission from the authorities," he said, adding, Allahabad High Court has also taken a stern view of this in its judgment in one of the cases on April 4, 2014.

"Despite the clear orders of the High Court, neither the state government nor the central government took any action because of which administrative anarchy reached to the level when phone calls of senior leaders were taped in violation of the Indian Telegraph Act," he said in an apparent reference to taping of the phone call of Samajwadi Party chief  Mulayam Singh Yadav.

The state government had suspended Thakur on July 13, hours after he approached the Union Home Ministry seeking a CBI probe into the rape case slapped against him.   At that time, Thakur was posted as IG (Civil Defence). He was served a 200-page charge sheet and vigilance inquiry was also initiated against him.

The Speaker in his ruling said action will be taken against the officers if it6s a matter of the privilege of the house.
