In his letter to PM, which was released to press on Thursday, Yadav said that under National Higher Education Campaign launached by Central Government there was need to improve education standard of degree colleges.

“This demand is more prudent for UP because of large population of youth between 18 years and 23 years lives here. The state is not able to progress because of the skewed ratio of infrastructure and demand to have institution of higher education. Therefore, the talented youth is deprived of government facilities,” he said. “The need of the hour is to have model degree colleges so that others can follow them,” he said.Chief Minister also sought a grant of Rs 76 crore for improving education standard of girl students.

“In view of the size of Uttar Pradesh the Union Government should extend more financial help to the state,” he wrote. In another letter written to Union Railway Minister Yadav said addition of Section 12 A in the Railway Protection Force Act 1957 was unconstitutional as under this amendment the RPF would be get powers equivalent to civil police force. “The RPF is a protection force of Indian Railway which is woks as industrial institution. The RPF cannot work as police in UP. The Union Government should have taken consent of states before carrying out this amendment,” Chief Minister said. Under the new amendment the RPF could act as police in “passenger area” and can take action against Criminal Procedure Code. Yadav said the state government will oppose this amendment tooth and nail.
