Chief Minister Akhilesh Yadav will launch the Police Department’s one of the most ambitious project in its history, the `UP100’: a citizen centric police system which is said to be world’s biggest integrated modern Police Emergency Response System (PERS) on Saturday.

The `UP100’ is the official name of UP police emergency management system, also previously called the UP Sate-wide dial 100 Project. Yadav, during review of the said project about a month back claimed that the service would be a major step to improve the response time of the police and to improve law and order situation in the State. He said that the PERS would enable the police to reach the spot at the time of any incident within 20 minutes in the rural area and the response time in urban areas would be 10 minutes in two -wheelers and 15 minutes in four-wheelers. The services will be available round the clock. Government had spent around Rs 2325.35 crore on the project, which will have sub-centers at Agra, Ghaziabad, Jhansi and Varanasi.

It may be mentioned that the PERS building will house the call centre which will have 4800 police vehicles including 3200 four-wheelers at its disposal across the state to reach out to any SOS call on dial 100 within 10 to 15 minutes. Under this project, any person can contact the headquarters of Dial 100 through telephone, mobile, SMS and any other way 24X7. All the calls would be recorded and later the case will be closed only if the complainant is satisfied.  Of the total 3200 vehicles to be deployed in the project, 1600 would be two-wheelers and rest four-wheelers besides all of them would be equipped with latest gadgets.

With 300 communication officers to receive distress calls from all over the state and 200 dispatch officers to rush police help, the country’s largest centralised ‘UP100’ police control call center will also extend help at time of medical emergencies. Earlier the facility which is slated to be functional by December 2016 but now on Chief Minister’s direction, the same will be opened on Saturday. It may be mentioned here that it will have police personnel and police vehicles in addition to the district police force, to reach the site of any emergency.

Earlier a five member team of the State government visited United States of America (USA) to take first hand account of the `Dial-911’ used there. The team led by advisor to the Home Department, Venkat Changawali, also comprising of Principal Secretary (Home), Dewasheesh Panda, home secretary, Kamal Saksena, ADG (traffic), Anil Agarwal and IG (women power line) Navniet Sikera, visited USA  between August 29 till September 11 last year. The above team visited San Fransisco, Austin, New York and other cites, and had studied the control room system prevalent there.

Panda, who was one of the member of the team claimed that they had undated themselves with the computer technology and software used there and now with coming of `UP100’, they will adopt similar system in the State which would improve the response time of all kind of emergency services including that in the police department to make quick response to the scene of crime or incident.
