CM releases white paper

A day before BJP Government completes six months in office Chief Minister Yogi Adityanath released white paper’ on the misrule and corruption of the previous governments in the state in last 15 years saying he has inherited a `dead’ legacy.

“The corruption and the misrule of the BSP and SP governments had pushed the state to backwardness. In order to get political mileage previous government gave a slogan of minority welfare but it did nothing for the community. The BSP government misused government money in the name of construction of monuments,” Yogi said while addressing reporters here on Monday.

Interestingly, CM did not elaborate on the achievements of his government. “Today I am releasing this white paper to let you people know about the dead legacy I have inherited from the previous government,” he said when reporters asked him as why he has released White paper of performance of previous government.

“I will come back to you with achievements within a day or two,” he said.

The white paper talks about financial health of state from 2003-04 to 2016-17 – the period ruled by BSP and SP government but is silent on 2010-12 regime when BJP was in power.

CM said that the financial condition of the state was very bad as during the past 10 years between March 31, 2007 to March 31,2017, the indebtedness of the state rose by 2.5 times from Rs 1,34,915 crores to Rs 3,74,775 crores.

He said that the fiscal deficit, which should be under 3 per cent, was brought under designated mark by curtailing development schemes.

The 24-page white paper document talks about corruption in the public sector enterprises (PSU) which led to closure of most of them.

“There were 65 PSUs in UP but these went into red after they sustained  a loss of Rs  6489.58 crore in 2011-12 but it increased to an abnormal level of Rs 17,789.91 crore. The cumulative loss of these PSUs, which was  29,380.10 crores in 2011-12 rose to Rs 91,401.19 crore while the debts of the PSUs also went up to  Rs 75,950 crores from Rs 35,952.78 crore during that period,” the CM said.

About law and order white paper said that caste and communal crime was at its peak when BJP came to power. Even the organised crime was ruling the roost, the paper said.

The document also talked in details about corruption in agriculture, in sale of sugar mills, in PWD and in different selection boards including state subordinate Service Commission.  The corruption in the mining department led to CBI probe on the direction of the Allahabad High Court. The financial loss in the excise department was also huge as previous government adopted the system of status quo which resulted in hegemony of few family in liquor sector.

The white paper said that it was unfortunate that 38,254 villages were not connected by buses when the BJP took over the reins of UP on March 19,2017 as illegal buses were plying rampant in the state.
