In a directive to the senior bureaucrats Chief Secretary Alok Ranjan said that Government schemes should be implemented in letter and spirit so that its benefit could reach the masses.
“It is generally said that budgetary allocation of the schemes have been made but this is not enough. The money allocated in budget should be used proportionately and in time bound manner. The officers should ensure districts spend this money judiciously,” Ranjan told officers in a meeting held here on Thursday. He took a meeting of Principal Secretaries and secretaries to outline the priority of the government. He spoke about Government intention to speed up development so that the benefits of the government schemes should reach the poor and the needy.
“Build a transparent working atmosphere. Work in tandem with the Heads of different departments to ensure projects are implemented at ground level. Now on Principal secretary would be held accountable for implementation of schemes with Head of the concerned department. The secretaries should solve problems which officials face at the village level,” he said and added that secretaries should also go to tehsils and villages to know the progress in Government schemes.
In a directive he asked the bureaucrats to open their channel of communication with the people and even employee union leaders. Hold meeting with leaders to know their view points. They can be a source of information, Ranjan said.
“The state is not getting its central share. The officers should build pressure on their counter parts in Government of India to remove the hiccups,” he said. In the meeting it was decided that Chief Secretary would also turn towards villages. He declared that he will hold divisional level review meeting twice a month and will have a field review once a month.“This will help me in getting ground level feedback,” he said.
