The Bahujan Samaj Party and Bharatiya Janata Party members staged noisy walkouts in the Uttar Pradesh Assembly over non-implementation of the new land Acquisition Act and the Government’s refusal to earmark funds for covering the subsidy of rural power tariff.
The BSP members first staged a walkout after PWD Minister Shivpal Singh Yadav said during the Question Hour on Wednesday that the Government had accepted the new land Acquisition Act on January 1, 2014 but the rules and regulations were yet to be formulated. He was replying to a question raised by Dharampal Singh of the BSP.
leader of Opposition Swami Prasad Maurya said the new Act entitled farmers to receive compensation amounting to six times of the current circle rate if their land was acquired but the state Government was delaying it purposely. He even said the Samajwadi Party manifesto for the 2012 Assembly poll had also promised to give six times price of land to farmers if it was acquired.
“The Government claims that it has fulfilled all the poll promises. If that is true, why has the Government failed to implement the land Acquisition lawIJ” he asked. When the Government refused to budge and did not give any time frame to implement the Act, the BSP members staged a noisy walkout.
On another question raised by Suresh Kumar Khanna of the BJP, the party members first trouped into the well of the House and then staged a walkout when the Government refused to provide funds to UP Power Corporation limited towards rural tariff subsidy.
Replying to the question, Minister of State for Power Yasar Shah said UPPCl was facing an average loss of Rs 1.36 per unit and its losses had mounted to Rs 49,755.72 crore on March 31, 2014.Radhamohan Das Agarwal (BJP) said that when the UPPCl was facing financial losses in supplying power to villages on concessional rate, the Government should reimburse the amount to it.When the minister refused to consider the demand of the BJP members, they walked out of the House.
