Bizarre case reported in bijnor

In a bizarre case of impersonation to grab huge property, a woman imposed herself as her sister-in-law, having 60 bighas of land and transferred it into another name allegedly with the connivance of the registry office of the local thesil in Bijnor.

Interestingly,  when the victim learnt of the incident, besides registering protest with the thesil office had also lodged a criminal case against the accused. However, the local police even after knowing the entire facts, had closed the investigation and filed a Final Report (FR) in the court claiming that the complaint was fake.

The victim now seems to have to have got justice on intervention of Information Commissioner, Hafiz Usman who get the probed simultaneously by both district magistrate and district police chief. Both the officers appraised Usman, that the land was transferred fraudulently by the accused. Usman now claimed to have ordered to the district magistrate to take necessary action to get the transfer deal cancelled and also ordered to set up separate probe, to initiate necessary action against the tehsil officials who transferred the land and also against the cops who closed investigation even after knowing the entire facts.

The matter was related to Rafayatpur area of Bijnore where one Rajendra had six sons – Chitranjan, Sharad Kumar, Pushp Kumar, Ajendra Kumar, Vipin Kumar and Arun Kumar. His elder son was married to Chandrapal’s daughter Mithlesh Kumari and also had one son. As Chandrapal was an alcoholic and had also developed some extra marital relations, so his father Rajendra, who transferred 60 bighas of land, in each of his son’s names, had transferred his eldest son share (60 bighas) in his wife Mithlesh Kumari’s name. The Bainama (registration) formality was also completed. In the meantime, Chandrapal also died.

According to Usman, last year Mithlesh Kumari, who was living with her parents house and looking after her son, learnt that her portion of 60 bighas land was fraudulently transferred into another name. Through tehsil records, she came to know that her sister-in-law Bala Devi (wife of Chandrapal’s younger brother Vipin), had imposed herself as `Mithlesh Kumari’ and claiming the above land, she transferred it in her husband Vipin’s and Pushpa Kumar’s son Saurabh’s name.

Usman claimed that subsequently Mithlesh Kumari filed a case of forgery with the local and had also went to the thesil office to claim that she was real `Mithlesh Kumari’ and that the land was illegally transferred. Through Right to Information (RTI) Act, she also got `slip’ of producing cane in the above land and selling it to Sahkari Ganna Vikas Samiti limited which pointed that she owned the land. She also filed a RTI in the Tehsil office and sought the papers through which Bala Devi transferred the land.

Usman further said that when Mithlesh Kumari get no relief, she finally knocked at his Court so he asked the DM and SP of Bijnore to get the matter probed and submit their findings. He claimed that he got the matter probed simultaneously by two agencies so that if two contradictory reports come than he would go for a higher enquiry in the matter otherwise he would proceed accordingly. However, as both draw similar conclusion, so he know ordered to ensure that Mithlesh Kumari should get her land back and that stern action should be also taken against those who connived with the accused and facilitated illegal transfer of huge property and that too of a widow.
