Assembly Speaker Hriday Naryan Dikshit issued notice to three Opposition parties to explain their conduct for holding mock House session at the Central Hall of Assembly building on July 24.
Members of Samajwadi Party, BSP and Congress have been boycotting the Budget session of the Assembly since July 19 in protest against alleged combative language spoken by Chief Minister Yogi Adityanath while replying to a general debate on the Budget.
The issue of mock House was raised by BJP MlA Manish Asija in the Assembly on Wednesday through a special mention during Zero Hour. The BJP member termed the incident as `an affront to the dignity of the House’.
The BJP member said that the House condoled the death of BJP MlA Mathura Prasad Pal who died after prolonged illness on July 21. He demanded action against Opposition party members for showing disrespect to the deceased MlA.
Asija said that the Opposition members violated the established tradition and democratic conventions by holding a mock Assembly which is contempt of the House. He said that Opposition members held the mock House within the Assembly premises on July 24 as the House condoled the death of MlA Mathutra Pal and adjourned proceedings for the day.
Other BJP MlAs Mayankeshwar Sharan Singh, Suresh Chandra Srivastava and Ashok Singh Chandel supported the notice of Asija and demanded from the Speaker to take strict action against the Opposition members.
A BJP MlA said, “If the Opposition was not prevented from doing illegal acts then they might go ahead and hold parallel courts and police stations.”
After hearing the submission of Treasury benches, Speaker Hriday Narain Dikshit announced to serve notices to Opposition leaders who participated in the mock Assembly. He said that he would seek reply from the Opposition parties and take appropriate action as per `Rules of business for the conduct of proceedings of the UP Assembly’.
“Running away from the House is against Parliamentary norms and a mock Assembly by Opposition leaders also violated tradition and rule of the House,” the Speaker said.
Unfazed by the decision of the Speaker, leaders of Opposition parties continued to boycott the fourth consecutive sitting of Assembly on Wednesday. They said they were least bothered by the notice to be issued by the Speaker. “let the Speaker issue notices, we will reply him accordingly,” said leader of Opposition Ram Govind Chaudhary.
