Plans 46 district-level reforms for EODB

Aiming to attract investment and improve Ease of Doing Business (EODB) in the state, the UP government has targeted to implement 46 key district-level reforms across all 75 districts.

As an important factor of reforms, 46 services of 10 more departments are to be integrated into the state’s single window portal Nivesh Mitra by October 31.

These services will be equipped with online  application, fee submission and facility of downloading final clearance.

Departments included in the list are Agriculture, Medical Health & Family Welfare, Home, Primary Education, Secondary Education, Co-operative Societies, Groundwater, Geology & Mines, Transport and Food & Civil Supplies.

After integration, services like grant of licences for manufacturing, sale, storage of fertilisers, insecticide and pesticide; registration for clinical establishments and no-objection certificate (NOC) for water extraction, etc. will be provided through Nivesh Mitra. At present, 146 services of 20 departments are being provided through the portal.

Industrial Development Minister Satish Mahana said on Thursday, “The chief minister has been emphasising to bring transparency and best practices to business-to-government (B2G) interactive procedures through use of technology. Our government has been successful in improving EODB by introducing various IT driven modules and Nivesh Mitra is one such successful tools.”

On the EODB index, UP has been consistently performing well for the last four years and has got  ‘Achiever State’ status in 2017-18.

Companies like Pepsico India Holdings Pvt. Ltd, Jubilant Life Science Ltd, Walmart India Pvt Ltd, SAMSUNG India Electronics Pvt. Ltd and OPPO Mobiles India Pvt. Ltd have shared experience with Nivesh Mitra as ‘Good Process’, while LG Electronics India Pvt. Ltd. has termed Nivesh Mitra as ‘efficient and simple’.

Between February, 2018 and July 20, 2020, Nivesh Mitra received 2.05 lakh applications, of which 1.63 lakh got clearances online at an approval rate of 79 per cent .

Even during the pandemic between April 1, 2020 and July 20, 2020, a total of 28,248 clearances were granted through Nivesh Mitra with an approval rate of 82 per cent.

The upgraded single window portal Nivesh Mitra was launched by Prime Minister Narendra Modi during UP Investors’ Summit in 2018 at Lucknow. The initial 69 services of 20 departments have now been scaled up to 146 online services. Even during lockdown, 21 services related to land reforms were integrated with Nivesh Mitra on April 20, 2020.
