Social activist Nutan Thakur has alleged large-scale corruption in purchase of Body protector, Polycarbonate cane and Polycarbonate shield in 2010 in the Police Department and sought a high level enquiry.Nutan claimed that in 2010, UP Police Headquarters, Allahabad felt the need for Body protector, Polycarbonate cane and Polycarbonate shields. Through the purchase order dated 09/09/2010, UP Police Headquarters ordered supply of 154106 Body protectors for Rs. 1660 each, 237501 Polycarbonate canes for Rs. 214 each and 111159 Polycarbonate shields for Rs. 1400 each. The entire purchase was of Rs. 70 crores.
She alleged that these tender were awarded to Ms Bansal Industries, Ghaziabad, Derpa Industrial Polymers Pvt limited, Kanpur and Shree Ganesh Industries. Based on documents available with her, she claimed that these three firms claimed themselves as manufacturing units while they are only suppliers. These material were obtained from firms like Associated Composite Materials Pvt lts Udham Singh Nagar, Power Chem Plast ltd Chandigarh, Dutron Sinterplast Ahmedabad , Rainbow International Fatehpuri, Delhi etc at a much cheaper rate.According to Nutan, on average, these firms got Body protectors at Rs. 925 per unit and sold for exorbitant 80% profit at Rs. 1660 per unit, got Polycarbonate cane at Rs. 100 selling for 114% profit at Rs. 214 and got Polycarbonate shield at Rs. 840 selling for 67% profit at Rs. 1400. Moreover, IDMA labs, responsible for quality checking of the materials, gave these companies a signed blank letter for favourable results, instead of actually undertaking the exercise, putting a big question-mark over their quality.
In a letter sent to principal secretary (Home) and state government, Nutan raised the above irregularlities and had sought independent enquiry and subsequent strong action in this matter.
