Uncivil behaviour

The non-functioning of Parliament is a matter of national shame. Members of Parliament have made a habit of conducting themselves in an undemocratic manner. Those who indulge in such behaviour must be barred from attending Parliament and have all their parliamentary privileges withdrawn. 

Perhaps there should be an hour set aside during parliamentary proceedings for MPs to voice their protests. No disruption should be allowed otherwise.
