Sir — This refers to the report, “No juvenile shield for 16-yr-old rapists” (December 23). At last, wisdom prevailed over the opposition parties, especially the Congress, when the Juvenile Justice (Care and Protection of Children) Bill, 2015 was passed in Rajya Sabha.
But credit for the passage of the Bill goes to the parents of December 16, 2012 gang rape victim Jyoti Singh Pandey. However, it is tragic that this Bill cannot be applied retrospectively and the juvenile convicted in that case will remain unaffected by this enactment.
