Sir — This refers to the editorial, “Just two cheers for EC” (May 14). While the editorial agrees that barring a few aberrations, the Election Commission of India has improved its performance with every election. Yet you give the poll panel just two cheers. Managing elections with the help of a lethargic bureaucracy, in a country of the size of India, is commendable.I sometime wonder that, when the same set of persons can manage elections in India so well, why they cannot they deliver when implementing various schemes meant to benefit the people.
