Sir — This refers to the article, “Neither a panacea nor a false promise” (January 29) by Bhavya Nain. The lokpal and lokayuktas Act, 2013, is a positive legislation. Despite having some drawbacks, it enthuses confidence in an otherwise hopeless situation. Now, it is left to the executive to see that it is implemented effectively.
Penalties for frivolous complains with an intent to gain publicity or defame honest public servants are much-needed safeguards, and they have been rightly built into the Act.
If the lokpal is to be made a powerful institution, it should have some immunity. To this end, removal of the lokpal must follow a detailed process. The lokpal can’t become a stooge of the ruling party.
