RM lodha should be lauded for his first-day initiative as Chief Justice of India against the unholy culture of adjournments in the Supreme Court, for expressing deep concern on the aspect in other courts as well, and for issuing immediate instructions in this regard.
Chief Justice lodha should also take note that the apex court liberally grants ex-parte stays in favour of public authorities, on verdicts of the Central Information Commission. The authorities then later manage to get adjournment after adjournment.
There must be a rule to impose heavy penalty and costs on parties seeking frequent adjournments if they lose. In case of public authorities losing cases against the CIC verdicts, a part of such cost and penalty should be recovered from officers responsible for challenging those rulings. But even the Supreme Court has not constituted a larger Bench to decide cases filed by it against the CIC's rulings, despite a Division Bench of the apex court having desired so.
