Reform defence

Sir — This refers to the article, “Enemy is not unseen; he’s here” (November 6) by Pravin Sawhney.

If one were to read the last few chapters of Brigadier J Dalvi’s The Himalayan Blunder, where he describes the state of higher defence management that prevailed at the time of the 1962 debacle. It continues till date. It would be no exaggeration to say that time has almost stood still at the Defence Ministry. Thus, we are still saddled with maudlin rules of business, with the Defence Secretary, a civilian, being virtually responsible for the defence of the country. Such nonsense must end.
