Sir — The controversy over the Parliamentary Secretary post notwithstanding, the fact is that it has been a powerful position under the State and Union Governments. Former Prime Minister lal Bahadur Shastri started his Government career as a PS in 1946, while former Union Minister, who also served as the Chief Minister of Uttar Pradesh, HN Bahuguna, was a Parliamentary Secretary in 1957.
