The Delhi High Court’s ruling that Delhi is yet a Union Territory  means that it is not a State, despite having a legislative Assembly. This also means that the lieutenant Governor is not bound to act on the aid and advice of the elected Government.

This ruling has come out in support of the lieutenant Governor Najib Jung. It has declared him as Delhi’s administrative head. The court also upheld Jung’s repeated nullification of the Aam Aadmi Party Government’s appointments and policy decisions.

Delhi Chief Minister Arvind Kejriwal must now make peace with the fact that Delhi does not have full-Statehood and that the Government of India will enjoy administrative clout in the national capital. Hope the AAP Government and the lieutenant Governor will do well to turn over a new leaf.
