Sir — This refers to the article, “Ghost employees and vanishing finances” (January 26) by Joginder Singh. Previously, Tamil Nadu was one of the leading States in such corrupt practices. The Madras Corporation muster roll scam had shaken the State in the 1970s. After that, the corporation itself was suspended for many years.
