Government must ensure Aadhar with privacy

This refers to the editorial, “legal muscle for Aadhar” (March 14). While the Union Government may be criticised for introducing the Aadhar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill as a money Bill, its manoeuvring, however, is not unconstitutional. The Bill provides for targeted delivery of subsidies, benefits and services, the expenditure for which has to be incurred from the Consolidated Fund of India, which is a statutory provision under Article 110 of the Constitution.

The Aadhar platform, that seeks to provide a unique identification number to each individual, cannot be allowed to function in a legislative vacuum. It is a powerful instrument against retail corruption and systemic leakages. A key concern that needs to be deliberated upon by the legislature is the management and protection of the database containing online digital identity of the citizens. It is imperative for the Government to ensure digital independence of its citizens and allay fears of vulnerability by protecting their privacy.
