Sir — On September 3, 2014, Union Minister of State for Home Affairs Kiren Rijiju had announced that the Union Government was taking proactive measures for the construction of a memorial for our martyrs in New Delhi. So far, this has remained an announcement only. No ministry of the Government of India, including the Ministry of Urban Development which is the nodal authority in the matter, as per allocation of work assigned to it, has undertaken the responsibility. This is the manner in which the Government ‘proactively’ works.
