Sir — Committees formed by politicians have no credibility as they are evidently set up to meet political needs. This is evident from the report of the Shivpal Yadav committee that looked into the Saharanpur violence. The panel head is a prominent leader of the ruling Samajwadi Party in Uttar Pradesh.
Inquiry panels should be headed by retired judges, nominated by the proposed National Judicial Appointments Commission. Unfortunately, the the Commission cannot be a full-time body because of serving judges and the Union Minister for law and Justice being its members. There are many other such drawbacks which have created conflict between the judiciary and the legislature.
