Sir — This refers to the editorial, “A genuine grievance” (July 28). No test must discriminate on the basis of language. Candidates who opt for the civil services should have command over at least two recognised languages, because in the course of their duties, they will need to interact with people speaking different languages. Without a knowledge of either Hindi or English, they can’t communicate effectively.
But I also firmly believe that a civil servant, who will implement crucial reforms in the various fields of administration, should have a good aptitude. CSAT is a better judge of aptitude, compared to the old pattern. The test may need some tweaking, but scrapping it isn’t the solution.
