Sir — In order to reduce court cases and an early decision in all civil cases, I suggest compulsorily arbitration. An arbitrator — who must be a law graduate not necessarily a practicing advocate — of the choice of both the parties or to be appointed initially by the court out of the panel of arbitrators being maintained by State Bar Council (for this purpose a willing law graduated may be invited to act as arbitrator). The decision of such an arbitrator must be made within one month from the date of his/her appointment —he/she must hear both the parties — and two or three opportunities only should be given to the parties to the dispute. His/her decision may not be binding, if any one party objects to it. I am sure in many cases, both parties shall accept the decision of arbitrator.
