Amendment needed

Published on:

Sir — This refers to the article, “‘Unitedly’ they block; ‘jointly’ they cannot” (March 31) by A Surya Prakash. A constitutional amendment is needed so that, in the event the Upper House disagrees with a proposed legislation, it goes back to the lower House to review and vote on as the lok Sabha thinks best for the country. Such an arrangement would ensure a proper balance and avoid the peculiarity of the minority virtually holding a veto over the popularly-mandated majority. As the present arrangement is a distortion and a hurdle to governance to any party at the Centre, there is scope for building a consensus in favour of a constitutional amendment.
