Sir — This refers to the report, “UP plans to make marriage registration must to avail aids” (June 9). The Uttar Pradesh Government’s decision to make registration of marriage compulsory to avail Government schemes and facilities requiring marriage certificate is welcome. However, the Government must enact the rule soon and ensure its total implementation. Many existing laws and rules meant for the safety and progress of women still remain on paper or their implementation is woefully lackadaisical.
In fact, one of the root problems in our country is that though we have a plethora of rules in every sphere, most of them are not implemented earnestly because of corrupt attitude and lethargic functioning of authorities.
Moreover, it has been observed that some rules bring negative results as they bristle with loopholes and help the bureaucracy manipulate and exploit provisions for ulterior motives. More rules should never become a scope for more corruption.
