Bureaucratic failure

Sir — This refers to the article, “When the party interest overrides national cause” (April 12) by Ashok K Mehta. Unless the Government’s Business Rules are amended and Defence Minister is made accountable and responsible, nothing is going to change. 

Our babus are men with egos and work round the clock to the detriment of defence personnel. All reforms suggested till date remain unimplemented. India must be the only country where the largest affected number of employees are not represented in the Pay Commission. The key issue is: Do we need a Defence Minister at allIJ
