Sir — This refers to the article, “Agreements have not worked; actions should” (September 27) by A Surya Prakash. The problem with Pakistan goes much beyond the issue of dividing India or wanting Kashmir. The Inter-Services Intelligence is the most powerful institution in Pakistan. By maintaining hostile relations at the border, the Army gets a reason to have dominance in the state.
