The Haryana Government has approved the construction of the Zila Parishad Vikas Bhawan — a state-of-the-art administrative complex designed to strengthen local governance and service delivery. The complex is to be developed near the civil lines area of Gurugram. The project, with an estimated cost of `9,622.24 lakh, has received administrative approval from the state government and technical sanction from the Chief Engineer, Public Works (Panchayati Raj), Haryana, Chandigarh. The architectural design has been prepared by the Chief Architect, Haryana, Chandigarh.
The ambitious project will be developed on one acre of land, with an additional 2.75 acres earmarked for green zones and road infrastructure. The upcoming nine-storey building (including three basements, a ground floor and five upper floors) will have a total covered area of 2,22,976 sq. ft. (20,714.47 sqm) and will serve as a comprehensive hub for Zila Parishad and Panchayati Raj departments.
The ground floor will feature a Citizen Service Centre, a public gallery and a double-height meeting hall with a seating capacity of over 400 persons. It will also house banking facilities, offices, electrical and fire control rooms and gender-inclusive toilets. The first and second floors are dedicated to the offices of the President, Vice President and CEO of the Zila Parishad, along with retiring rooms, meeting halls, libraries and cubicle spaces for members and staff. Separate sections are also planned for the Deputy CEO, Accounts Officer and Assistant Project Officers of DRDA and HSRLM.
The third and fourth floors will accommodate offices of the District Development and Panchayat Officer (DDPO), Executive Engineer, Superintending Engineer (PR) and other administrative branches such as Accounts, Establishment and General branches.
The fifth floor will serve as a specialized zone for Vigilance and Electrical Engineering wings, featuring a testing laboratory, canteen, server room and storage facilities. Three basement levels will provide ample car parking for 135 vehicles, ensuring ease of access for staff and visitors.
Once completed, the Zila Parishad Vikas Bhawan is expected to become a model of modern public infrastructure — integrating administrative efficiency, citizen-centric facilities and sustainable design to support Haryana’s vision of transparent and accessible governance.
