Unrest in Ambedkar Foundation over recruitment policy

Published on:

While Prime Minister Narendra Modi has been making utmost efforts to rejuvenate the prestigious Dr Ambedkar Foundation (DAF), a major unrest prevails among the employees of the foundation due to the recruitment policy which is in complete violation of the norms laid by Department of Personnel and Training (DoPT).

The employees have appealed to the Secretary of Department of Social Justice and Empowerment G latha Krishna Rao to protect the interest of staff from “discriminatory actions” due to illegal notifications of Recruitment Rules ( RR) by the  controlling Ministry of Social Justice and Empowerment. They have alleged that the recruitment policy was never brought to the DAF Governing Body as mandated by the Central Government.

In a memorandum to the Secretary office, the employees  have stated that the Social Justice Ministry has been making a “mockery” of Central Government recruitment process with the many blunders which includes a Group D post (MTS) notified shockingly” as Group A post.”

The staff has alleged that on the matter of framing of the RRs, the Ministry has “encroached”  upon the prescribed mandate of the DAF which is empowered by the Centre to  recruit their own staff but the Ministry of SJ&E has been doing it with a “veil of secrecy” and in a total non-transparent manner for some vested interests.

“Our Prime Minister is striving hard to accentuate transparency and accountability in public life and he is personally monitoring the activities of DAF but in contrast the RRs of DAF got notified illegally by the Ministry in a opaque manner which has caused a deliberate discrimination and created grievances in a very carless manner,” said the memorandum, a copy of which is with The Pioneer.

The Rules Books of Foundation envisages for recruitment to all posts of the foundation will be made as per the RR framed by DAF with the approval of the Governing Body and in consultation with the competent authority in accordance with the instructions by Central Government from time to time.

“It must be investigated into as to whether such multiple lapses in RR notifications was an innocent mistake or a calculated misconduct or design with any ulterior motives. Responsibilities be fixed if dealing officers who has misled and deliberately violated the guidelines stipulated by DoPT, the Expert Committee and decisions of Governing Body of DAF,” said the memorandum dated January 13.
