T, 2G put UPA Govt on back foot

Both Houses of Parliament remained paralysed throughout the day as different parties created ruckus on a host of contentious issues and gave no opportunity to lok Sabha Speaker Meira Kumar to take up the no-confidence notices by 13 MPs against the UPA Government.

The BJP members kept protesting in the lok Sabha over the manner in which the highly controversial report on 2G scam was adopted on Monday. Separate Telangana, price rise and death of children in relief camps for riot victims in Muzaffarnagar in Uttar Pradesh were also raised by different members. Displaying newspaper reports on death of children in Muzaffarnagar relief camps, BSP members trooped in the Well and protested against the Samajwadi Party government in Uttar Pradesh. Seemandhra MPs, including YSR Congress chief Jaganmohan Reddy, also raised their voice against creation of Telangana and demanded a united Andhra Pradesh.

Holding placards against training of Sri lankan Navy personnel by Indian Navy, DMK members came to the Well and demanded an immediate halt to it.

Members of left parties wanted action against West Bengal Ministers who were allegedly involved in the Saradha chit fund scam. Biju Janata Dal MPs were also on their feet protesting the alleged discrimination against Odisha meted out by the Centre. As pandemonium continued, Speaker Meira Kumar adjourned the House till noon.

“I have received notices of no-confidence motion. Unless the House is in order, I will not be in a position to bring them before the House. I would request all of you to go back to your seats,” the Speaker kept pleading and finally adjourned the House for the day around 12.15 pm.

Rajya Sabha also witnessed ruckus with Samajwadi Party MPs taking up the issue of rise in prices of essential commodities and TDP members rushing to the well with banners opposing bifurcation of Andhra Pradesh. AIADMK and DMK members were also on their feet, but they could not be heard in the din.

For their part, the BJP along with AIADMK and left protested over the tabling of the JPC report on 2G scam. The main Opposition party made its intentions clear as soon as the House met for the day and tried to raise the issue.

Chairman Hamid Ansari asked members to resume their seats, but with members unrelenting, he adjourned the House till noon.

When the House reassembled, BJP leader Ravi Shankar Prasad raised a point of order when the report was about to be tabled and alleged his dissent note as part of the 30-member JPC was altered and it should be debated.

Quoting a rule from Article 105 of the Constitution, Prasad said he had the right to administer a note of dissent as a member of the panel.   “I had given a strong dissent note...The guilty have been left...The report should not be tabled,” Prasad said.

Backing his contention, leader of Opposition Arun Jaitley sought to know if the Chairman of the committee can change the substance of the dissent note.  He said whether the Chairman of a parliamentary panel can delete only some unparliamentary words or can “alter the substance of the dissent note given by a member.”

He also said “substance of the dissent note given by members of the House has been altered by the Chairman. Please give us a ruling. Whether it is permissible.” Deputy Chairman PJ Kurien said Jaitley had raised a “valid point,” but the Chair was unable to make any comment as he has not seen or read the report.

The BJP members were not satisfied with Kurien’s ruling and raised a din. Amid uproar, Kurien also said there is no provision in the rules to have a discussion on a JPC report when it is tabled in Parliament. This saw the BJP members trooping into the Well and raising slogans and the chair adjourned the House till 2 pm.

Similar scenes were witnessed when the Upper House met again with DMK and AIADMK members also protesting against the JPC report. After five minutes, the House was adjourned for the day.
