Aligarh DM Chandra Bhushan Singh's court has declared stamp theft of Rs 45.63 crore on Ghaziabad-Aligarh Expressway Private Limited, a Delhi based company operating toll plaza at Gabbhana on National Highway-91 (Aligarh-Ghaziabad). The court has also directed to collect 18 percent annual interest and fine of Rs 45 lakh on the amount of stamp theft by the company since 2010. 100 crore rupees is expected to recover from this company.

National Highway Authority of India (NHAI) had constructed four-lane from Aligarh to Ghaziabad in 2010. In this, a Vasant Vihar (New Delhi) based company, Ghaziabad-Aligarh Expressway Private Limited, was also got the responsibility of construction work. NHAI signed an agreement with the company that it would get the right to collect toll tax on the Gabbhana toll plaza for 24 years in place of the construction work payment.

The two signed a contract on the stamp of 100 rupees.

The company started operating on a contract basis on the Gabbhana toll plaza, but in 2016, the Stamp and Registration Department invalidated the agreement between the two and started an investigation and claimed that on this contract the concerned company should need to pay stamp duty. On the investigation of former AIG (stamp) GS Tripathi it was revealed that 45 crore rupees stamp duty was theft based on the deed of Rs 1141 crore (2% stamp fee and 2% development fee, a total of 4%).

Based on the investigation, the case was filed in Aligarh’s DM court. The company complaint in governance and justified that he got a license to collect tolls. The meeting was held at the government level between the Chief Secretary and the Chief Secretary of the Stamp Registration Department. In this, the DM was instructed to take a decision on stamp duty himself. Advocates of government and company were heard in DM court. Documents related to the case were also sought. The DM court ruled in favor of the Stamp Registration Department.

Chandra Bhushan Singh, District Magistrate, Aligarh told that a decision has been given in the case of stamp theft at the Gabhana Toll Plaza. Stamp theft of 45 crores has been fixed on Delhi's company. The revenue department has been instructed to recover.

Like Gabbhana, the Madarak toll plaza on Agra-Aligarh road is also pending. It is accused of stamp theft of about ten crores. The company of Kamla Nagar, Agra, Brajbhoomi Expressway Private Limited is operating the plaza here. There is a stay from the High Court on this matter.
