Real estate Bill likely in RS today

The long pending Real Estate (Regulation and Development) Bill, 2015 may come up in Rajya Sabha on Thursday. The legislation could not be tabled in the upper house during last many occasions despite the Minister of Parliamentary affairs himself being “communicated”  that it had been included in the legislative business and the “allotment of two hours” for a debate on it.

Virtually playing hide and seek, the Bill which is to create State-level regulatory authorities to whom buyers can complain, was to come up on Wednesday with “the Minister communicated” but it still  eluded the upper house.

The Bill was to come on March 4th ,7th, 8th and the latest on March 9th but “for one or other reason” could not be placed before the house.

It is understood that the Parliamentary affairs Minister was so sure of the Bill being put for consideration in Rajya Sabha on March 9th that he had tweeted so the previous night “only to withdraw it later”. The Minister is learnt to have “spoken to all the party  leaders a day before” with an assurance that RS secretariat would do the needful. This, however, did not happen for the fourth time.

“We hope the Congress will cooperate and it would be brought Thursday”, according to sources.

SP and AIADMK are Opposing the Bill with the argument that States should be left to legislate on the issue.

Naidu is “confident” that the Bill could be passed in both the houses before March 16, the last day of the first phase of the budget session.
