The Bihar Government admitted that the sexual exploitation of the girls housed in the Government aided Balika Grih (girls shelter home) run by an NGO at Muzaffarpur has been proved and said the shelter home has been closed down and all girls shifted. Making a statement in both the Houses of Bihar legislature on Tuesday, the Govt announced that most of the accused persons have been arrested and strict measures were being taken so that no such incidents take place in the future.
Parliamentary Affairs Minister Shrawan Kumar made the suo motto statement in the Assembly and Council where Opposition members were not present. Hours before the Government statement, Director General of Police KS Dwivedi told media persons that there was no need for recommending CBI probe as he was satisfied with the course of investigation.
The Government statement on the issue of the sexual exploitation of the girl inmates at Muzaffarpur care home came after the Opposition raked up the matter in the first half and accused the Nitish Kumar Government of protecting the accused persons.
The couple of MPs from Bihar Rajesh Ranjan aka Pappu Yadav (Ind) and Ranjit Ranjan (Congress) apart from Jayaprakash Yadav (RJD) raised this matter in the lok Sabha on two consecutive days and demanded CBI probe which elicited the response of Home Minister Rajnath Singh who said the Centre was ready for probe if the recommendation comes from Bihar Government.
Minister Shrawan Kumar said medical test of 42 of 44 inmates— two are sick— was conducted and medical report of 13 girls said “sexual intercourse might have been committed” and about 16 other girls, it reported that “possibility of sexual contact cannot be ruled out.”
Not only that, two of the girls also made a sensational revelation that one girl was murdered and buried in the campus of the shelter home.
The Minister said after the permission from the court the place was dug up but no bodies or remains were found despite using sniffer dog.
However, the soil has been sent to forensic laboratory to check if any body was buried there.
The Minister said there was also report of the disappearance of three girls from the shelter home only a month after their arrival in November 2013. This shelter home was approved by the Government in October 2013. The police was investigating into this incident also, Kumar added. He said some officials of the social welfare department have already been suspended and departmental proceeding started against them.
