Policy for contractual staff's regularisation gets AAP Govt nod

Published on:

The AAP Government has approved a policy for the regularisation of contractual employees working in its various departments in the national Capital. In an order, Deputy Secretary (Services) Anupama Chakraborty said the every department should formulate a scheme to fill up all vacant posts.

However, Deputy Secretary made it clear that the contractual employees working against these posts should be allowed to apply and given not only age relaxation but also appropriate and adequate weightage of the experience for the post in evaluation.

The order said that said policy should be applicable to the contractual employees, who have worked against the vacant posts for an aggregate period of six months or more after April 1, 2013. But the order specified that any contractual employee whose services have been terminated due to unsatisfactory work during their contractual employment should be treated as ineligible under the new scheme. The Government also directed all its departments to take necessary steps for the implementation of the new policy at the earliest.

The decision which was taken at a recent cabinet meeting  is in line with the Uma Devi Judgement  of  the National Capital Territory of Delhi for regularisation of contractual employees against the vacant posts in different departments.

Soon after Chief Minister Arvind Kejriwal took charge of the Delhi Government, he had immediately put restrictions on termination of services of any contractual employee till a thorough review of the issue was completed, a move bound benefit about  one lakh employees.

There are about one lakh employees, including doctors, nurses, teachers, sanitation staff working under contractual scheme in various Delhi Government departments and agencies.  “Services of any contractual employee should not be terminated or stopped till further orders,” a Government order issued to various departments had said.

Various Government departments including Education, PWD, Health and Family Welfare and Women and Child Development had recruited employees under contractual scheme in the last few years.
