LS OK’s three Bills without discussion

The Lok Sabha on Monday again experienced repeat adjournments before calling it a day in the afternoon after passing three Bills in a hurry without any discussions amid chaos in the House.

The three legislations passed are — The Limited Liability partnership (amendment) Bill, 2021, the Deposit insurance and credit guarantee corporation (amendment) Bill, 2021 and the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021.

On the last leg of the Monsoon Session, the Lok Sabha was adjourned for barely two minutes after 2 pm when it resumed its proceedings after three adjournments amid Opposition demand for a discussion on the Pegasus spyware issue and objecting to the key Bills being passed without discussion.

Trinamool Congress members requested the chair  not to pass the SC/ST Amendment Bill as it needed  discussion and “all members are interested in it”. TMC leaders Sudip Bandyopadhyay and Saugata Roy demanded a discussion on the Bill. DMK and NCP also called for discussion on the Bill.

Congress leader in the Lok Sabha Adhir Ranjan Chowdhury said he wanted to speak on the important Bill but the Government has not been “allowing discussion”.

Tribal Affairs Minister  Arjun Munda said since the Opposition is not ready to discuss this important Bill like  the Constitution (Scheduled Tribes) Order (Amendment) Bill, 2021, it be considered for passage and passing. It was passed by a voice-vote.

Earlier, Finance Minister Nirmala Sitharaman also moved tee bill to amend the Deposit Insurance and Credit Guarantee Corporation Act, 1961, as passed by Rajya Sabha, to be taken into consideration. This Bill guarantees depositors `5 lakh in case of failure of a bank. It was passed by the House amidst bedlam

Similarly, The Limited Liability Partnership (Amendment) Bill, 2021 , was passed by Lok Sabha. It has already been passed by the Rajya Sabha.

Prior to this, Opposition MPs gathered at the Well of the Lok Sabha, sloganeering over ‘Pegasus ‘ snooping issue even as Sitharaman spoke  on the LLP (Amendment) Bill, 2021.

Congress and TMC opposed the introduction of yet another bill, the National Commission for Homeopathy Bill saying the government is not ready for any discussion in the House and has not allowed discussion on the Pegasus spyware issue.

But a determined treasury bench introduced the National Commission for Homoeopathy (Amendment) Bill, 2021 in the House.
