The district court on Friday convicted Saji Mohan, the 1995 batch IPS officer, with three others, who were booked under the Narcotics Drugs and Psychotropic Substances (NDPS) Act.
The punishment for all four accused will be decided by court on Monday under section 21 and 29 of NDPS Act.
The IPS officer along with four others was produced in the District court, Chandigarh where the court convicted Saji Mohan, Balwinder Kumar (NCB Superintendent), Naseeb Chand (Drug peddler) and Naveen Kumar (Police constable of Jammu & Kashmir police). Dawinder Pal Singh (Police constable of Jammu and Kashmir police) was also produced in court along with four others; however he was released by court on Friday.
In March 2009, the NCB registered a case of pilfering with heroin seized by NCB in more than 13 seizures, in which Saji Mohan and four others were arrested in August 2009. The accused were booked with the charges of pilfering heroin from unclaimed seizures which were stored in the storeroom of the NCB Headquarters.
The investigation later revealed that Mohan as NCB director mixed slaked lime in the drugs and kept aside the pure Heroin for his personal gain. Mohan allegedly pilfered and manipulated the contraband seized from various places in Punjab and Jammu. Slaked lime was added to the contraband to enhance its quantity.
Charges were framed against Saji Mohan, Balwinder Kumar, Davinder Pal Singh and Naveen Kumar in the year 2010 and Naseeb Chand who was also working as an informer with the Border Security Force (BSF) for heroin pilferage in the case registered by the NCB. The NCB stated that Balwinder, used to actively help Saji Mohan in mixing slaked lime with heroin. He was arrested on the basis of the statements of constables Davinder Pal Singh and Naveen Kumar.
