India will maintain its stand on the need for a balanced inclusion of adaptation efforts while focusing less on mitigation issues at the ministerial level talks at UN climate summit in lima (Peru) on Sunday to be attended by Environment Minister Prakash Javadekar.
The approach would be to protect the interests of the country in climate change negotiations based on the principles of the United Nations Framework Convention on Climate Change (UNFCCC), and the Kyoto Protocol. To add to this, is the emphasis that developed countries should be held responsible for their high levels of emissions, which have caused harm to developing countries.
The conference has to agree on a draft agreement which would form the cornerstone of a historic deal to be signed in Paris in December 2015 and take effect by 2020.The structure and format of Intended Nationally Determined Contribution (INDC) is also expected to be discussed in the lima conference. However, according to the sources, it is unlikely that India will be able to take its decision during the next three months till the official UN deadline for INDCs of March 2015.
