Gujarat Govt implements NaMo initiatives on HRM

Published on:

The initiatives on Human Resource Management (HRM) taken by former Prime Minister Narendra Modi, when he was Gujarat Chief Minister, have been implemented by Anandiben Government on Tuesday in order to bring radical changes in the traditional and routine administrative working-procedures of State Government’s employees.

Ahead of the lok Sabha elections, the Modi Government in Gujarat approved important changes in HRM. The initiatives of the previous Government include 10 years recruitment calendar, revised pattern of Civil Service exams, revised performance appraisal system, strengthening of Gujarat Public Service Commission (GPSC), pre-recruitment eligibility test and a separate cadre for Information Technology (IT).

As part of these initiatives, the Gujarat Chief Minister Anandiben Patel launched ‘System of Application of Technology for Human Resources Improvement’ (SATHI) — a software system aimed at to improve capacity and skill of the Government employees and their good usage in the social welfare schemes of the State Government on Tuesday.

Interestingly, the Government of India is examining this initiative taken by the Gujarat Government. Important Government information required for day-to-day admin activities like recruitment, training, transfers, etc. will be available online due to the SATHI application.

While launching the SATHI, Patel said that the new system will bring a total change in the traditional and routine administrative working-procedures of employees of the State Government.”The new computerised system will enhance their potential and open-up new sphere of knowledge. It is the best E-learning system and it will surely save the human-hours, energy and will also improve the work culture”, she added.

The intellectual property right of this new software ‘SATHI’ will solely be of the State Government. The primary objective of this software is to connect routine Government administrative and daily works with E-Governance.

“The objective of the SATHI is that the employees would give their contribution to full capacity in fulfilling the targets set by the Chief Minister for her target – ‘Vibrant Gujarat – 100 Days,” said, Varesh Sinha, Chief Secretary.

The idea is to make the state government’s personnel management modern, transparent, scientific, accountable and efficient, said K. Srinivasan, principal secretary, General Administration Department (GAD).

The government officials will be able to avail latest government rules and notifications as well as benefits available for them in a simple way without any delay. The application will create profile of each government employee and update it with all the information of the person which can be utilized in deciding the transfers in giving special assignments depending on his qualification and training and also ensure that no injustice is done to the employee.
