Govt frequently misusing Ordinances: Cong

Congress on Thursday blamed the Modi Government for frequently misusing provisions of Ordinances and accused it of “making Lok Sabha as rubber-stamp,

Participating in the debate on the passing of the bill seeking to extend the period for reconstitution of the Central Council for Homeopathy (CCH), Adhir Ranjan Chowdhury, Leader of Opposition criticized the Government for bringing the matter earlier also in Lok Sabha and giving assurances to the House and change the contents through another Ordinance.

“Sometimes it is felt that the Government is running preferably on the basis of Ordinances as if it is a Government of the Ordinance, by the Ordinance and for the Ordinance. Heavens would not have fallen upon us had the Government waited for a few months. But the Government is so impatient about promulgation of Ordinances that is really beyond any rational explanation,” said Chowdhury pointing on the frequent changes in Ordinances related to Homeopathy Council.

“If this Ordinance issuing is not limited by convention, only to extreme and very urgent cases, the result may be that in future, the Government may go on issuing Ordinances giving the Lok Sabha no option, but to rubber-stamp the Ordinances. So, the Government should not turn the Lok Sabha to rubber-stamp the Ordinances,” he said initiating resolution against the Bill.

Later the House passed Bill, rejecting the Opposition's resolution.  The Homoeopathy Central Council (Amendment) Bill, 2019 will enable the government to extend the tenure of the Board of Governors for a further period of one year with effect from May 17, 2019. This was the second bill which was passed by the newly-constituted Lok Sabha after the Special Economic Zone (Amendment) Bill 2019.

The Bill, which was moved by Ayush minister Shripad Naik, will replace the ordinance issued in this regard by the previous government. Speaking on the bill, Naik said this bill aims to make the council

more efficient and effective. The House also rejected the resolution initiated by RSP MP NK Preamachandran.

The affairs of the Central Homoeopathy Council have been entrusted to a Board of Governors comprising eminent and qualified homoeopathy doctors and eminent administrators till such a time the council is reconstituted. The tenure has been extended since the council could not be reconstituted within one year due to non-updation of state registers of homoeopathy during general elections, Naik said.

Manoj Rajoria (BJP) said all Primary Health Centres (PHCs) should have a homepopathy doctors, a suggestion which was initially made by Chowdhury. Aparupa Poddar (Trinamool Congress) suggested that a permanent Homeopathy doctor be appointed at Rashtrapati Bhawan clinic which was functioning under a contractual system.
