Govt cornered on rural polls

Cornered in the law suit with the State Election Commission over panchayat elections, the Bengal Government on Tuesday appealed to the Calcutta High Court to order the Commission to conduct the rural polls before June 10.

Advocate General Bimal Chatterjee told the court of Justice Bishwanath Samaddar that failure to complete the election process before June 10 would lead to a Constitutional deadlock as the term of most of the panchayats would end by that date.

The two sides had locked horns after the SEC said that it would conduct elections without Central forces and in three phases. The State Government, however, insisted on a two-phase election with the help of Central forces.

In case elections were not complete the Government would have to appoint administrators. Noncompletion of polls would also deprive the State of Central funds in schemes like MNREGA etc.

While the Government insisted on additional police force from neighbouring States the court asked if it was ready to bring forces from other States what problems it had with the CAPF. The court also asked whether the Government had enough forces to provide at least 2 armed personnel in each booth.
