Files missing in HUDA plot scam

Preliminary scrutiny of the files seized during searches conducted by the CBI in the case relating to alleged irregular allotment of plots by Haryana Urban Development Authority (HUDA) during former Haryana Chief Minister Bhupinder Singh Hooda’s tenure has revealed that the allotment evaluation files of the dubious allotments are missing.

The probe so far has revealed that 14 prime industrial plots at Panchkula were allotted to friends and relatives of Hooda against 582 applications by tweaking the eligibility criteria midway.

The searches have also yielded Rs8.5 lakh in cash from the premises of beneficiaries Anupam and Sachin Sood, Rs8 lakh from Nandita Hooda and Rs6.25 lakh from Mona Beri, agency sources said.

The CBI had on Thursday registered a case against Hooda, three former bureaucrats and 14 beneficiaries of the irregular allotments and conducted raids at 16 locations on Saturday.

The seized documents are being scrutinised and soon the questioning of the accused persons will begin. The CBI will soon summon Hooda, former bureaucrats and illegal beneficiaries named in the case soon for questioning, sources said.

Haryana Chief Minister is the chairman of HUDA and the scam happened during the tenure of Hooda.

According to the FIR, industrial plots were given to 14 people by allegedly manipulating certain provisions of allotment which included allowing them to submit their applications even after the last date of submission ended.

The 14 people booked in the case had submitted their applications on January 24, 2012, whereas the last date of submission of the forms was January 6, 2012, the FIR alleged. This besides, undeserving candidates were allotted the plots by making changes in criteria of registration.

These plots were allegedly allotted at rates lower than prevalent market rates and the HUDA committee for clearing such allotments was also bypassed. The irregular allotments also caused financial loss to the exchequer to the tune of several crore of rupees.

It is alleged that the 14 plots, ranging from 496 square metreto 1,280 sqm, were allegedly allotted at throwaway prices after changes were made midway in the eligibility criteria.
