Draft guidelines pit T employees against Andhra counterparts

Published on:

Draft guidelines of Kamalanathan committee on the division of Government employees between Telangana and Andhra Pradesh States has once again underlined the deep differences between the employees of the two States.

While, the Telangana employees have come out in opposition to the draft guidelines giving the option to the employees to chose any of the States, Andhra Pradesh employees have welcomed it as many of them want to continue to work in Hyderabad. The committee, headed by senior bureaucrat CR Kamalanathan was set up as part of the reorganisation process to come up with an amicable formula to distribute the Government employees other than All India services.

The committee has not only said that the employees can decide where they want to work but has also said that the nativity of an employee should be decided on basis of his school certificates and not on the basis of his birth place.Telangana Non Gazetted Officers Association (TNGOs) which represents the Telangana employees was opposed to giving option to the employees saying that it will be great injustice to the people of Telangana. They allege that many of Andhra employees have produced fake certificates to claim to be a native of Telangana when in reality they were from Andhra Pradesh.

TNGOs President G Devi Prasad has described the draft guidelines as “unjust” for Telangana employees. He said that the Association will take a delegation to the Union Home Minister to urge the necessary changes in the draft guidelines.“We will soon meet the Union Home Minister to make a representation against the guidelines specially 18 F which allows the Andhra employees to work in Telangana”, he said,

“Our stand is that the employees should work in the State to which they belong”, Devi Prasad said. TNGOs was demanding that 1956 should be the cut-off date for fixing the nativity of a person. The committee should divide the employees in a rational way, he said. “Only guidelines in respect of class fourth employees is in our favor”, he said.

On the contrary, Andhra Pradesh Non Gazetted Officers Association (APNGOs) has said that it has no objection to the draft guidelines of Kamalanthan committee on the division of Government employees between the States of Telangana and Andhra Pradesh.APNGOs president Ashok  Babu said that his organisation does not agree with the view of Telangana NGOs on the nativity issue. A meeting of the APNGOs will be held in Hyderabad on July 30 to finalise its response to the Kamalanathan committee guidelines

While Kamalanathan guidelines cover the State employees, the All India services are being taken care of by the Central Government. Though, almost two months have passed to the division of Andhra Pradesh and formation of the Telangana State, non allocation of employees to both the States had affected the functioning of the administration.
