Chargesheet filed in Bihar question paper leak scam

After submitting a voluminous chargesheet in the scam related to question paper leak from Bihar Staff Selection Commission (BSSC), Patna police have intensified their attempt to nab absconding IAS officer who was Officer on Special Duty (OSD) at BSSC. The chargesheet running into over 10,000 pages was filed against 36 people, including suspended BSSC chairman and senior IAS officer Sudhir Kumar and its suspended secretary Parmeshwar Ram.

The 1991-batch IAS officer CK Anil has been missing for over three months since his name cropped up in the scam following the arrest of his boss on February 24. The charge-sheet has however, not named Anil, who in a telephonic interview to a newspaper accused Patna SSP and head of the Special Investigation Team (SIT) Manu Maharaaj of implicating him in the case even though he had “nothing to do with the affairs of the BSSC.”

The SIT accused Anil of tampering with evidence while the IAS officer said he was posted as adviser to the Bihar State Planning Board and was given additional charge as OSD in BSSC where, he said, he had no work and visited there seldom. “Practically I was posted without any work in the BSSC. Hence no work was allotted, how could I tamper with the evidence as alleged by the SITIJ” he was quoted saying.

After the arrest of Sudhir Kumar, who also served as principal secretary home, the IAS Association had raised a  hue and cry and even threatened the Bihar Government. But the body could do nothing and even withdrew its strongly worded resolution while the SIT continued its investigation and Kumar remained behind bars.

Kumar, in the chargesheet, has been accused of misguiding the SIT regarding the question papers and exams and concealed the fact that about  eight of his relatives were also taking the BSSC exam. Among those arrested included IAS officer’s brother Awadhesh Kumar and his wife Manju Kumari, nephew Arun and Ashish and others. The charge-sheet has put the accused in three categories: BSSC officers and staff, persons linked to various coaching institutes and their agents and the candidates appearing in the exam.

The SIT rejected the charge of Anil that he was being implicated in the case for no reason. He said he went on leave from March 1 to June 1 for the treatment of his spinal cord injury. The SIT however, said if Anil had nothing to do with the BSSC of which he was posted as OSD, why did he stop attending office and went underground. The SIT also claimed that Anil did not cooperate with the probe and despite many reminders did not depose before the team.
