Chief Electoral Officer K. Ravi Kumar on Wednesday reviewed the progress of the Special Intensive Revision (SIR) of electoral rolls across the state, directing officials to expedite the digitisation of notices, hearing records and reasoned orders while ensuring that no eligible Indian citizen is left out of the voter list.
The review meeting was held through video conferencing and covered cases involving unmapped voters and logical discrepancies, progress in issuing notices and conducting hearings, and the digitisation of claims and objections.
Ravi Kumar directed officials to launch special campaigns to register new voters through Form 6. He also asked them to prepare booth-wise lists of eligible citizens facing difficulties in obtaining supporting documents required for declarations under Form 6. Officials were instructed to reach out to such citizens and assist them in securing the necessary documents.
He clarified that details of voters whose enumeration forms contain no discrepancies, as well as those whose information is found correct during notice hearings, will remain unchanged in the final SIR electoral roll. Any change in a voter's name, particulars or address must be requested through Form 8, he said.
The CEO directed Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) to review the disposal of first and second notices in unmapped and logically discrepant cases. Booth-wise lists must be prepared of individuals who have not submitted acceptable documents despite receiving a second notice and a visit from a Booth Level Officer (BLO). Outreach efforts should be undertaken to assist them. Officials were also asked to dispose of all cases in the category not requiring notices.
In cases involving Demographically Similar Entries (DSE), demographic mapping, unmapped voters and logical discrepancies, officials were instructed to conduct hearings and pass reasoned orders in accordance with the rules. Where incorrect entries are established, deletion must follow due procedure. Copies of the orders must also be digitised on ECINet.
Reviewing claims and objections, Ravi Kumar directed officials to accelerate the digitisation of applications received through Forms 6, 6A, 7 and 8. All claims and objections filed after publication of the draft SIR electoral roll must be disposed of within the prescribed timeframe.
Additional Chief Electoral Officer Subodh Kumar and other senior election officials attended the meeting along with district election officers, EROs and computer operators.
